Most Projects Don't Go Over Budget Because of Concrete or Steel
When a construction project goes over budget, material costs are usually one of the first things people point to. Concrete prices increased. Steel became more expensive. Lumber costs spiked. Those things certainly matter, but in my experience, they usually aren't what creates the biggest surprises.
The most expensive problems often begin before the first yard of concrete is poured or the first steel beam is set. They begin below grade.
Every project starts with assumptions. The design is based on available information, contractors prepare estimates, owners establish budgets, and everyone moves forward expecting the site to generally behave the way it was anticipated to. Most of the time, that's exactly what happens.
But sometimes the site has other plans.
Excavation begins, and suddenly there's groundwater where none was expected. Proofrolling reveals soft soils that require undercutting. Existing fill isn't suitable for support. Rock extends farther than anticipated, or an undocumented utility appears directly where work was scheduled to begin. None of these discoveries are particularly unusual, but they have a way of affecting everything that follows.
A relatively small issue can quickly become much larger. Additional excavation leads to imported fill. Imported fill requires additional testing. Testing affects the schedule. Delays impact multiple trades. Equipment sits idle. Crews are rescheduled. Before long, what started as a routine field adjustment has become a significant change order.
Concrete and steel are actually some of the easier parts of a project to estimate. Quantities are known, specifications are established, and suppliers can provide pricing. The subsurface is different. Even the best geotechnical investigation can't tell us everything about every square foot of a site. Geotechnical engineering has never been about eliminating uncertainty—it's about reducing it enough that project teams can make informed decisions before construction begins.
That's one reason I've always believed a quality geotechnical investigation is one of the best investments a project owner can make. Discovering unsuitable soils during design is almost always less expensive than discovering them after heavy equipment has already been mobilized. Understanding groundwater conditions before construction starts is far better than trying to manage unexpected water while crews are waiting to work.
One thing I've learned over the years is that construction doesn't create most site problems. It reveals them. Poor fill placement, buried debris, compressible soils, hidden groundwater, and abandoned utilities were usually there long before the project ever started. Excavation simply exposes them.
That's why successful projects don't just rely on good design—they rely on understanding the ground they're being built on. Because when projects go over budget, it's often not because of the concrete or the steel.
It's because the site had the final say.
